Sgt.-at-Arms Perry L. Civils “Legionnaire of The Year”

Commander Elder Howard Patton Ill of the Jesse Clipper Post No. 430 proudly announces that Sgt-at-Arms Perry L. Civils is the 2024 “legionnaire of The Year.’’

Perry was born in Bumpsville, Tennessee, and enlisted in the US Navy at nineteen. During his enlistment, he traveled to various parts of the world, including Africa, Spain, Greece, Turkey, Cuba, and Alaska. Perry’s job title was postal clerk, which included the regular duties of a civilian postal clerk in a military setting aboard the Aircraft Carrier USS Saratoga. After twenty-two years of active military and reserve service, he retired as Petty Officer First Class E6.

Perry joined the Jesse Clipper Post No. 430 in 2013 and served honorably as its Sgt-at-Arms for ten years. Although disabled, he performed his duties outstandingly. Post Commander Elder Howard Patton Ill said, “I found Sgt at-Arms Perry L. Civils to consistently demonstrate outstanding leader-ship in dealing with members and their families.”

Perry was an employee in the City of Buffalo Sanitation Department.

He is an active member of the Friendship Missionary Baptist Church. Before becoming a member of the Friendship Missionary Baptist Church, Perry served as a member of the Deacon Board at the Open Door Missionary Baptist Church. He is an active Paramount Masonic Lodge No. 73 member. He has an Associate’s degree from Bryant Stratton College, majoring in business administration.

Perry has been married to his wonderful wife, Arnita, for forty-four years. They have two sons, Maurice and James.
