Advocates for Rural New York Call on the Governor to Fund the Office of Rural Affairs

A coalition of nonprofit organizations has started the new year by urging Governor Kathy Hochul to address the ongoing challenges faced by rural communities across New York State.

In a letter sent on January 2, the coalition highlighted key issues, stating, "Ranging from access to broadband and healthcare to affordable housing and quality education, these struggles were exacerbated by the economic and social dislocation caused by the pandemic."

To tackle these issues, the group believes that “Rural New York needs an ombudsman—a partner within state government who has the clout of the Executive Chamber. This individual would connect state agencies and resources with rural constituencies and lead efforts to develop a comprehensive strategy for revitalizing Rural New York.”

The coalition acknowledges that Hochul, as the first governor from upstate New York in a century, is uniquely positioned to understand “first-hand the struggles that rural communities across our state have faced over the years, struggles that were amplified by the pandemic.”

In their letter, the advocates specifically called for the Governor to reinstate the Office of Rural Affairs by including funding for it in the Executive Budget. This office was dissolved more than 20 years ago.

"Small and rural municipalities often lack the capacity—whether in staffing or expertise—to access state resources," said Michael J. Borges, Executive Director of the Rural Housing Coalition. “Multiple state agencies are involved in the process of launching a revitalization project, and this can be overwhelming for part-time municipal leaders and staff. An Office of Rural Affairs would serve as an advocate and provide a single point of contact for rural communities to apply for state funding and resolve issues.”

Chris Koetzle, Executive Director of the New York Association of Towns, emphasized the importance of recognizing rural communities’ contributions, stating, “In a state as diverse as New York, it’s essential to acknowledge the vital role that rural communities play in the state’s economy and identity. These communities form a significant part of New York's fabric. NYAOT supports our rural towns by advocating for the funding of the Office of Rural Affairs.”

David A. Little, Executive Director of the Rural Schools Association, added, “An Office of Rural Affairs will help coordinate programs and services needed to reinvigorate our state.”

Ryan Silva, Executive Director of the New York State Economic Development Council, underscored the importance of supporting rural areas: “It’s vital to do everything in our power to ensure the success of rural New York. That’s why we support the reintroduction of the New York State Office of Rural Affairs. It’s the right thing to do for the economy, for New Yorkers, and for the state.”

Borges concluded, “New York State needs a comprehensive strategy to meet the needs of rural New Yorkers. Re-establishing the Office of Rural Affairs would be a good first step. I urge the Governor to include funding for this important office in the Executive Budget to help rural communities access a variety of state resources.”
