Advocates for Rural New York Call on the Governor to Fund the Office of Rural Affairs

A coalition of nonprofit organizations has started the new year by urging Governor Kathy Hochul to prioritize the challenges facing rural communities across New York State.

In a letter sent on January 2, the group highlighted critical issues that were exposed and exacerbated by the COVID-19 pandemic, including access to broadband, healthcare, affordable housing, and quality education.

The coalition called for the reinstatement of the Office of Rural Affairs, an initiative dissolved over two decades ago, to help rural communities overcome these hurdles. They proposed that the office operate as a liaison between state agencies and rural constituencies, with the authority of the Executive Chamber, to develop a comprehensive strategy for rural revitalization.

“Small and rural municipalities often lack the capacity—both in staffing and expertise—to navigate state resources,” said Michael J. Borges, Executive Director of the Rural Housing Coalition. “Multiple state agencies are involved in getting a revitalization project off the ground, which can overwhelm part-time municipal leaders and staff. An Office of Rural Affairs would act as an advocate and provide a single point of contact to simplify access to funding and resolve issues.”

The letter emphasizes that Governor Hochul, the first upstate New York governor in 100 years, has a unique understanding of the struggles rural communities have faced, both historically and during the pandemic.

Chris Koetzle, Executive Director of the New York Association of Towns, underscored the importance of rural communities to the state’s identity and economy. “In a state as diverse as New York, it is essential to acknowledge the vital role of rural communities. These towns form a significant part of New York's fabric. The New York Association of Towns supports funding for the Office of Rural Affairs.”

Other leaders echoed their support. David A. Little, Executive Director of the Rural Schools Association, stated, “An Office of Rural Affairs will help coordinate the programs and services needed to reinvigorate our state.”

Ryan Silva, Executive Director of the New York State Economic Development Council, added, “It is so important to do everything in our power to ensure the success of rural areas in New York. That’s why we support reintroducing the New York State Office of Rural Affairs. It’s the right thing to do for the economy, for New Yorkers, and for the state.”

The coalition urged Governor Hochul to include funding for the Office of Rural Affairs in the Executive Budget. “New York State needs a comprehensive strategy to meet the needs of rural New Yorkers, and a good first step would be to bring back the Office of Rural Affairs,” said Borges. “I urge the Governor to heed our request and reinstate this one-stop shop for rural communities to access essential state resources.”
