Mayor Christopher P. Scanlon Announces Appointment of Nadine Marrero As New Executive Director of the Office of Strategic Planning
Mayor Christopher P. Scanlon has announced the appointment of Nadine Marrero as the new Executive Director of the Office of Strategic Planning (OSP) for the City of Buffalo. A lifelong resident of Buffalo, Marrero brings over 20 years of experience in urban planning, housing development, and community revitalization to her new role.
In her most recent position as President of Bridges Development Inc., Marrero has been a transformative leader in Buffalo’s housing sector. She led redevelopment planning for major public housing projects, including Commodore Perry, Marine Drive, and Shaffer Village, which collectively comprise more than 1,700 units of public housing. Marrero also oversaw the $50 million renovation of Frederick Douglass II and Francis John Apartments, preserving and modernizing 174 units of affordable senior housing. Under her leadership, Bridges Development Inc. managed over 550 units of affordable housing in Buffalo.
Previously, Marrero served as the City of Buffalo’s Director of Planning and Zoning, further demonstrating her extensive experience and wealth of knowledge in urban planning. Her career also includes roles in environmental consulting and with Buffalo Place, Inc..
Marrero holds a Master’s degree in Urban Planning from the University at Buffalo and a Bachelor’s degree from Canisius College. She is a member of the American Institute of Certified Planners and the Latinos and Planning Group of the American Planning Association.

Marrero grew up on Buffalo’s Lower West Side and now resides in the University District. Her commitment to enhancing Buffalo’s neighborhoods and creating equitable opportunities for all residents has been a hallmark of her career.

Marrero officially began her role as Executive Director of the Office of Strategic Planning on December 30, 2024.
